LAG – LOCAL ACTION GROUP
It is based on a tripartite partnership: public sector, economic sector and private sector. The economic and private sectors are represented in decision-making at least 50 percent. The LAG is established solely for the purpose of gaining access to LEADER / CLLD support. Efficiency is demonstrated by combining human and financial resources of the public private and economic sectors. It encourages local actors to implement joint multi-sectoral projects that contribute to greater competitiveness and recognition of the place.

LAG Bogastvo podeželja is a member of the Slovenian association of LAGs, i.e. the Association for Development of the Slovenian countryside, and through this also a member of the European association of LAGs, i.e. ELARD.
Presentation
The area of the LAG Bogastvo podeželja is a naturally, socially – geographically and functionally connected unit, part of the Spodnje Podravje, which encompasses three provincial parts, the central part of Slovenske gorice, Dravsko and Ptujsko polje. It is administratively divided into seven rural municipalities, Destrnik, Dornava, Hajdina, Juršinci, Kidričevo, Markovci, Trnovska vas and the rural settlements of the City Municipality Ptuj. The rural settlements of the municipalities of Dornava, Hajdina, Kidričevo and Markovci lie on the Drava plain, while the rural settlements of the City Municipality Ptuj, except for Spuhlja, and the rural settlements of the municipalities of Destrnik, Juršinci and Trnovska vas lie in Slovenske gorice. The area covers 311,8 km2. According to SURS, in 2014, 28.801 inhabitants lived in the LAG area. The average population density in the LAG area is 100,4 inhabitants per km2.
The Drava plain is a morphologically diverse world. It consists of about a kilometer wide alluvial alluvium along the Drava and a slightly narrower one along the Pesnica, and an extensive Pleistocene gravel embankment, which is divided into the Drava and Ptuj fields. On the alluvial alluvium directly along the Drava, we find numerous autochthonous plant communities and protected animals, which gives the entire area additional picturesqueness and thus important landscape value. The sandy-pebble alluvium is dominated by riverine, partly leveled soils, which are today mainly planted with corn and wheat.
The LAG area is distinguished by above-average favorable natural conditions for the development of agriculture and other agriculture-related activities, such as: tourism, crafts, transport and trade, which is an irreplaceable opportunity for the economic development of the entire region and new jobs. Among the most important factors of integrated rural development are agricultural land, which in the flat world is suitable for farming or production of food for livestock, gardening and vegetable growing, and in the hilly world for intensive fruit growing and viticulture and for livestock breeding. The countryside along the Drava River and in the Slovenske gorice is also widely recognized by its exceptional natural values, the original LAG Bogastvo podeželja represents 1.41% of the area of Slovenia.
The LAG projects, which we develop together with hardworking locals, societies, companies and municipalities, can take you to the world of rare rocks, minerals and fossils, one of the largest private collections (Pangaea Museum), you can ride a real Puh’s motorcycle, visit his birthplace (Puh Museum), get to know the typical Pannonian architectural heritage (Simonič Homestead, Čušek Homestead), learn the secrets of Ptujski luk production, the life of winegrowers, take a peek into the most beautiful Slovenian baroque mansion (Dornava Manor) and learn about life in the camps of the 1st and 2nd World Wars (Kidričevo). You can indulge in the seductive flow of the Drava River, observe the natural beauty from its surface, hide under the shade of a mighty sequoia, observe the flower of the marsh logarithm and the nesting grounds of the grey heron, walk in peaceful peace along the backwaters of the Drava (Berl Nature Trail), explore nature from the saddle of a horse (Starošince Riding Center), let yourself go to the rhythm and simply enjoy. You can refresh and relax in the thermal pools of Terme Ptuj, sleep in barrels and continue exploring by bike through the rugged hills of Slovenske gorice or the endless plain of the Drava-Ptuj Field. Development Vision
By implementing the Local Development Strategy in the area of the LAG Bogastvo podeželja, we will use modern and innovative measures based on sustainable principles to improve the use of natural and social potential, ensure a higher quality of life in the countryside, and consolidate its economic, cultural, and natural functions.
Development objectives of the Local Development Strategy of the LAG Bogastvo podeželja
- Promoting innovative approaches for the development of various forms of entrepreneurship and the creation of new jobs;
- Promoting connections between local development stakeholders;
- Improving the development of infrastructure in settlements for a higher quality of life and the development of economic activities;
- Improving the attitude towards natural values in the LAG area and increasing their visibility;
- Developing and implementing innovative programs with high added value for social development and shaping the identity of the area;
- Promoting the use of renewable resources and efficient use of energy;
- Promoting innovative approaches to protecting the environment and nature and
- Improving the inclusion of vulnerable groups in social and social activities in rural areas.
Purpose of the LAG
- To effectively implement the LEADER / CLLD program in the area of eight municipalities of Spodnje Podravje;
- To enable local communities and other development actors to draw funds from the LEADER / CLLD program and other sources;
- To connect rural development actors at various levels of planning, monitoring and implementation of development measures;
- To encourage (motivate) residents and other development actors to participate in rural development programs;
- To train residents to plan, monitor and implement development programs;
- To identify and evaluate development potential in rural areas and, together with other development actors, to define development priorities.
Based on Slovenian and European guidelines for rural development and the development goals of local residents, we established the Local Action Group Bogastvo podeželja in 2008, which, in addition to nine municipalities, Kidričevo, Hajdina, MO Ptuj, Markovci, Dornava, Destrnik, Juršinci, Trnovska vas and Sv. Andraž, included around 50 members, represented by associations, companies, professional institutions and individuals.
In the period 2007 – 2013 we implemented 60 different projects in the LAG area with a total value of 1.432.260,00 EUR, of which 731.335,00 were European funds from the LEADER program. While the projects of the municipalities were mostly focused on solving infrastructure problems in rural areas, the project objectives of the associations were mainly aimed at training local residents and preserving intangible heritage. The most important infrastructure projects include the installation of directional signs in the Grajena area, the arrangement of a tourist rest area along the Ptuj – Zavrč road in the municipality of Markovci, the arrangement of village wells in some settlements in the municipality of Markovci, and the tourist information project “By bike along the Drava and in the Slovenske gorice”, which included the installation of directional signs along the cycling route and the production of information material and maps for cycling along the Drava and in the Slovenske gorice. Several projects were aimed at preserving natural heritage, such as: Renovation of the pond in Markovci, Nature trail in the municipality of Hajdina and Renovation of a classroom in nature in the gravel pit Strnišče. Among the most extensive and well-received projects among the residents is the project The Richness of Rural Flavors, which was aimed at learning about and promoting traditional dishes in our area.
In the period 2014-2020 a new form of LAG organisation was established, in which partners joined on the basis of a contractual partnership of public and private entities. The LAG’s activities, organisation, sources of project financing and areas of action are determined by the Regulation on the implementation of community-led local development (CLLD). An important innovation is also reflected in the interdepartmental integration between different sources of financing, as LAGs can obtain funds from three different funds to achieve development objectives in their area, namely: the European Rural Development Fund (ERDF), the European Regional Development Fund (ERDF) and the European Maritime and Fisheries Fund (EMFF). During this period, the Municipality of Sv. Andraž in Slovenske gorice withdrew from the LAG partnership. The municipalities involved were: Municipality of Destrnik, Dornava, Hajdina, Juršinci, Kidričevo, Markovci, Trnovska vas and City Municipality of Ptuj. 52 projects of applicants responding to LAG calls were implemented. The LAG Bogastvo podeželja implemented two direct validation projects under the EAFRD fund (We create tourism, The wealth of rural artisans) and two under the ERDF fund (LAS’s dynamic advisory service, LAG active POV-SOD). Under sub-measure 19.3 cooperation projects, the project Localy first! was implemented under the ERDF fund, and six projects under the EAFRD fund (I eat locally, I eat differently, Our Drava, Projekthumus – Högi, Incoming agency, Less is more, When herbs smell fragrant).
The period 2021-2023 represented a transitional period. With the extension of the implementation of the Rural Development Programme of the Republic of Slovenia for the period 2014-2020, additional funds from the European Agricultural Fund for Rural Development (EAFRD) were allocated for the implementation of the LEADER measure. Part of the funds were allocated for the implementation of LAG cooperation operations, sub-measure 19.3. On this basis, the LAG Bogastvo podeželja prepared and implemented some of the above-mentioned cooperation projects.
In the period 2023-2027, the LAG’s grants will be drawn on the basis of the Strategic Plan of the Common Agricultural Policy 2023-2027, within the framework of the IRP26 LEADER intervention, and on the basis of the European Cohesion Policy Programme 2021-2027, within the framework of the CLLD measure (PO5, 9.2- Promoting integrated and inclusive social, economic and environmental local development, culture, natural heritage, sustainable tourism and security in non-urban areas). The LAG Bogastvo podeželja will also launch public calls for proposals for the EAFRD and the ERDF fund in the new period. It will also implement cooperation projects with Slovenian and foreign LAGs.
CONTRACTUAL PARTNERSHIP BODIES OF THE LAG BOGASTVO PODEŽELJA
Contractual partnership connects professional institutions, associations, companies, sole proprietors, farmers and individuals in the area of eight municipalities of Spodnje Podravje, representing three interest groups of members, namely: the public sector, the economic sector and non-governmental organizations. When adopting resolutions at the general meeting, none of the interest groups has more than 49% of the voting rights.
The Management Board of the contractual partnership LAG Bogastvo padeželja is composed of a tripartite structure, each of the interest groups is represented by five members. The operations carried out by the LAG are approved by the Management Board of the LAG.
The bodies of the LAG Bogastvo podeželja are:

- Management Board
- President
- Vice-President
- Supervisory Board and
- Evaluation Commission.
GENERAL ASSEMBLY
The General Assembly is the highest body of the LAG and is composed of all members. The General Assembly is convened by the Management Board according to the needs of the LAG, but at least once a year. The Management Board convenes the General Assembly at the written request of one third of the members, the Lead Partner or the Supervisory Board.
The Assembly has, among other things, the following tasks and powers:
- upon the proposal of the Management Board, approves the annual work report and financial report of the LAG,
- upon the proposal of the Management Board, approves the annual activity plan,
- adopts the general acts of the LAG, unless another body is competent for this,
- participates in the preparation of the Local Development Strategy and approves it upon the proposal of the Administrative Board,
- upon the proposal of the Administrative Board, approves amendments to the Local Development Strategy,
- elects the President, Vice-President and members of the Management and Supervisory Boards from among the members of the LAG,
- upon the proposal of the Management Board, approves the lead partner,
- gives the Management Board and the President instructions for their work

MANAGEMENT BOARD
Management Board is the decision-making and management body and the highest executive body of the LAG, consisting of the President, two Vice-Presidents and five representatives of the public sector, five representatives of the economic sector and five representatives of the private sector. The Management Board is convened by the President according to the needs of the LAG. The President convenes the Management Board at the written request of one third of the members of the Management Board or the Lead Partner.
The responsibilities of the Management Board include:
- ensuring the efficient operation of the LAG, its solvency and compliance of the LAG procedures with applicable legislation, which also includes identifying and preventing risks that threaten the operation of the LAG,
- convenes the Assembly and ensures the implementation of its decisions,
- adopts the proposal for the Local Development Strategy and its amendments and submits them to the Assembly for approval,
- adopts the annual work report and financial report of the LAG prepared by the lead partner and submits them to the Assembly for approval,
- adopts the annual activity plan of the LAG and, after receiving the consent of the Supervisory Board, submits it to the Assembly for approval,
- based on the report of the Evaluation Committee, decides whether each project will be financed and reports on this to the Assembly,
- proposes and approves projects that the LAG can implement,
- selects the lead partner from among the LAG members and submits the selection to the Assembly for approval,
- decides on appeals against decisions on operations at the first instance.

PRESIDENT
The President is the representative of the LAG and, by virtue of his function, the President of the Management Board.
The President has the following tasks and responsibilities:
- independently and without limitation represents the LAG,
- signs documents and instruments on behalf of the LAG,
- convenes and chairs meetings of the LAG Management Board and ensures the implementation of their decisions
- chairs meetings of the LAG Assembly
- performs other tasks specified in the partnership agreement, other general acts of the LAG or regulations, and tasks assigned to him by the Management Board or the Assembly.
The President performs his work in accordance with the instructions of the Assembly and the Management Board. The President of the LAG is responsible for his work to the Assembly and the Management Board.
VICE-PRESIDENT
The Vice-President shall perform the duties of the President and have all of his powers in the event that the President is absent, unavailable, incapacitated, if the President’s term of office is terminated early, or if the President authorizes him to perform his powers or tasks. The Vice-President shall be responsible for his work to the Assembly, the Management Board, and the President.
SUPERVISORY BOARD
The Supervisory Board is the supervisory body of the LAG, consisting of one representative of the public sector, one representative of the economic sector and one representative of the private sector.
The Supervisory Board is convened by the Chairman of the Supervisory Board according to the needs of the LAG. The Chairman of the Supervisory Board convenes the Supervisory Board at the written request of one third of the members of the Supervisory Board, the Management Board or the Lead Partner.
The Supervisory Board has, among others, the following powers and tasks:
- supervises the financial and material operations of the LAG,
- supervises the work of the President, Vice-President and the Management Board,
- supervises the work of the lead partner,
- reports on its work to the Assembly at least once a year,

EVALUATION COMMITTEE
The Evaluation Committee reviews the completeness of the received proposals for operations, evaluates them and prepares a report for the Management Board. The Evaluation Committee has five members and two alternate members, appointed by the Management Board from among independent experts in the field of rural development, regional development, strategic and project planning, etc. A member of the Evaluation Committee cannot be a member of the Management Board or a member of the Supervisory Board.
A member of the Evaluation Committee is excluded from reviewing and evaluating applications for a public call and is replaced by an alternate member when he/she is privately or commercially connected with the applicant for a public call or its partner in the project, or when a conflict of interest would arise for other reasons
