LEADER\/CLLD<\/h2><p><br \/>Namen pristopa lokalnega razvoja, ki ga vodi skupnost (pristop LEADER\/CLLD) je sofinanciranje stro\u0161kov nastalih pri izvedbi operacij LAS ali lokalnih akterjev, katerih rezultati prispevajo k uresni\u010devanju ciljev, zastavljenih v Strategiji lokalnega razvoja (SLR).<\/p><p>Projekt mora biti izbran na podlagi javnega poziva LAS in mora biti skladen s cilji skladov EKSRP in ESRR. Obravnavati mora potrebe, dolo\u010dene v odobreni SLR, ter izvajati ukrepe SLR. Cilji projekta morajo biti merljivi z jasnimi u\u010dinki in rezultati. Projekt mora biti izveden na upravi\u010denem obmo\u010dju LAS. Upravi\u010dena obmo\u010dja LAS so naselja z manj kakor 10.000 prebivalci, dolo\u010dena na dan 1. januar 2022 po podatkih Statisti\u010dnega urada Republike Slovenije. Izjemoma se lahko projekt, ki ne vsebuje nalo\u017ebe, izvaja tudi v naseljih z ve\u010d kakor 10.000 prebivalci, \u010de tak\u0161en projekt koristi razvoju obmo\u010dja LAS. Projekt mora biti izveden v skladu s prijavljeno vsebino, ki jo odobri ARSKTRP ali MKRR, in podro\u010dnimi predpisi.<\/p><p>LAS mora pregledno na podlagi meril za izbor projektov izbrati vse projekte v okviru SLR, kot jih dolo\u010da \u0161esti odstavek 4. \u010dlena Uredbe LEADER\/CLLD. Postopki za izbor projektov morajo biti vnaprej dolo\u010deni v SLR in podrobneje dolo\u010deni v internih dokumentih LAS, dokumentirani v celoti, pregledni ter morajo omogo\u010dati dopolnitev in razjasnitev projekta, roke, odlo\u010ditev o projektu in mo\u017enost prito\u017ebe. O poteku izbirnega postopka projektov mora biti zagotovljena revizijska sled tako, da je mogo\u010de kadar koli ugotoviti celoten potek postopka.<\/p><p>Pri postopkih za izbor projektov se upo\u0161teva prepre\u010devanje navzkri\u017eja interesov v skladu z zakonom, ki ureja integriteto in prepre\u010devanje korupcije. O izboru vsakega projekta odlo\u010da organ odlo\u010danja LAS, kot je dolo\u010den z odobreno SLR. Pri odlo\u010danju o izboru projektov na ravni organa odlo\u010danja LAS nobeden od treh sektorjev, kot jih dolo\u010da odobrena SLR, ne prevladuje.
