obmo\u010dju LAS. Izjemoma se lahko projekt, ki ne vsebuje nalo\u017ebe, izvaja tudi v naseljih z ve\u010d kakor 10.000 prebivalci, \u010de tak\u0161en projekt koristi razvoju obmo\u010dja LAS.\u00a0<\/li><li>Aktivnosti promocije so upravi\u010dene tudi zunaj obmo\u010dja LAS na celotnem obmo\u010dju Republike Slovenije.<\/li><li>Upravi\u010deni stro\u0161ki posameznega projekta ne smejo biti financirani z drugimi javnimi sredstvi.<\/li><li>Upravi\u010denec, vklju\u010den v izvajanje projekta, ki je pravna oseba ali samostojni podjetnik posameznik, od vlo\u017eitve vloge za odobritev projekta vodi lo\u010deno ra\u010dunovodstvo v skladu z ra\u010dunovodskimi standardi, na primer lo\u010deno stro\u0161kovno mesto ali lo\u010dene ustrezne ra\u010dunovodske konte. V primeru uporabe poenostavljenih oblik stro\u0161kov se na lo\u010denem stro\u0161kovnem mestu projekta knji\u017eijo le prihodki oziroma prilivi, medtem ko stro\u0161kov (izdatkov), ki se nana\u0161ajo in popla\u010dujejo iz prejetih sredstev, ni treba evidentirati na stro\u0161kovnem mestu projekta.\u00a0<\/li><li>Projekt mora biti izveden v skladu s prijavljeno vsebino, ki jo odobri MKRR in podro\u010dnimi predpisi.<\/li><li>Projekt mora biti izveden najpozneje v treh letih od\u00a0 podpisa pogodbe o sofinanciranju z MKRR, vendar najpozneje do 31. avgusta 2029.<\/li><li>Projekt ne sme biti fizi\u010dno zaklju\u010den ali v celoti izveden pred sklenitvijo pogodbe o sofinanciranju z MKRR.<\/li><li>Stro\u0161ki in izdatki operacije so upravi\u010deni, \u010de so upravi\u010dencu nastali in so pla\u010dani (oz. v primeru stro\u0161kov na enoto in pav\u0161alnih zneskov, \u010de so bili ukrepi izvedeni) v obdobju od 1. januarja 2021 do 31. decembra 2029 in znotraj obdobja upravi\u010denosti, dolo\u010denega s pogodbo o sofinanciranju, oziroma odlo\u010ditvijo o podpori OU v primeru neposredno potrjene operacije.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section prepoznavnosti EU. Na spletni strani se obvezne elemente ozna\u010devanja namesti na uvodno spletno stran ali podstran operacije, in sicer na na\u010din, da so vidni znotraj vidne povr\u0161ine digitalne naprave, ne da bi se moral uporabnik pomakniti po strani navzdol. Upravi\u010denec ima informacije o operaciji objavljene na spletu toliko \u010dasa, dokler je viden u\u010dinek sredstev, ki jih je dobil.<\/p><p>Spletna stran upravi\u010denca mora vsebovati Izjema so stro\u0161ki\/izdatki, ki se dokazujejo v okviru poenostavljene oblike stro\u0161kov za katere so dokazila opredeljena v to\u010dki 4 Navodil organa upravljanja o upravi\u010denih stro\u0161kih za sredstva evropske kohezijske politike v programskem obdobju 2021-2027.<\/p><p>Za namen upravljalnih preverjanj v skladu s 74. \u010dlenom Uredbe (EU) 2021\/1060 upravi\u010denci z oddajo zahtevka za izpla\u010dilo v IS-OU predlo\u017eijo obvezna dokazila, kot so opredeljena v 3. in 4. poglavju teh navodil po posameznih kategorijah in vrstah stro\u0161kov:<br \/>&#8211; dokazila o upravi\u010denosti stro\u0161ka: dokazila so verodostojne listine (pogodbe, dokazila o opravljenem postopku in druge podlage za izstavitev ra\u010duna);<br \/>&#8211; dokazila o opravljeni storitvi saj gre za vpogled v javne evidence), sklenjena notarsko overjena pogodba o najemu, pogodba o ustanovitvi stvarne slu\u017enosti, pogodba o ustanovitvi stavbne pravice, koncesijska pogodba ali drugo dokazilo v skladu z 9. \u010dlenom Zakona o stvarnem premo\u017eenju dr\u017eave in samoupravnih lokalnih skupnosti;<\/li><li>gradbena dovoljenja, \u010de je glede na vrsto objekta potrebno (vklju\u010dno z vsemi morebitnimi spremembami);<\/li><li>dokumentacija v postopku oddaje javnega naro\u010dila, \u010de je upravi\u010denec naro\u010dnik po zakonu, ki ureja javno naro\u010danje, sredstva<\/span><\/p><ul><li>dokumentacija o postopku oddaje javnega naro\u010dila, \u010de je upravi\u010denec naro\u010dnik po zakonu, ki ureja javno naro\u010danje oz. dokumentacija, zahtevana v pogodbi o sofinanciranju oz. v odlo\u010ditvi o podpori v drugih primerih;<\/li><li>pogodba ali naro\u010dilnica ter sklenjeni dodatki k pogodbi;<\/li><li>ra\u010dun (navedba oznake, tipa opreme, v primeru sestavljenih naprav\/proizvodnih linij natan\u010dna specifikacija posameznih komponent, ki sestavljajo celoto);<\/li><li>dokazilo o dobavi opreme oziroma posamezne komponente v primeru sestavljenih naprav\/proizvodnih linij (za dobave iz EU: npr. dobavnica, tovorni list; v kolikor gre za uvoz: npr. dobavnica, enotna upravna listina (EUL), tovorni list);<\/li><li>dokazilo, da je kupljena oprema nova (razvidno leto izdelave &#8211; garancije, certifikati, tehni\u010dne specifikacije, potrdila proizvajalcev);<\/li><li>dokazilo, da je kupljena IKT oprema obnovljena (refurbished) (garancije, certifikati itd. kot dolo\u010deno v pogojih za upravi\u010denost stro\u0161ka);<\/li><li>izjava s podpisom odgovorne osebe upravi\u010denca o namenskosti opreme (za kaj se bo uporabljala, kje se bo nahajala in kdo bo njen lastnik po koncu operacije);<\/li><li>izjava oz. dokazilo da je bil najem oz. zakup stro\u0161kovno najbolj u\u010dinkovit na\u010din za uporabo opreme;<\/li><li>fotografije opreme;<\/li><li>dokazilo o pla\u010dilu.<\/li><\/ul><p>\u00a0<\/p><p><span style=\"text-decoration: underline;\">C) Stro\u0161ki storitev zunanjih izvajalcev<\/span><\/p><p>1.) Za delo po pogodbi o opravljanju storitev:<\/p><ul><li>dokumentacija o postopku oddaje javnega naro\u010dila, \u010de je upravi\u010denec naro\u010dnik po zakonu, ki ureja javno naro\u010danje oz. dokumentacija, zahtevana v pogodbi o sofinanciranju oz. v odlo\u010ditvi o podpori (le ob prvem zahtevku za pla\u010dilo);<\/li><li>pogodba o opravljanju storitev (le ob prvem zahtevku za pla\u010dilo) oziroma naro\u010dilnica;<\/li><li>dokazilo o opravljeni storitvi (npr. celotno poro\u010dilo o opravljenih storitvah, celotna \u0161tudija, celotna raziskava, celoten prevod, seznam udele\u017eencev oz. listina prisotnosti ipd.);<\/li><li>ra\u010dun;<\/li><li>dokazilo o pla\u010dilu pripadajo\u010dih davkov;<\/li><li>klju\u010d za izra\u010dun upravi\u010dene vi\u0161ine stro\u0161ka, kadar se uveljavlja sorazmerni dele\u017e ra\u010duna;<\/li><li>dokazilo o pla\u010dilu.<\/li><\/ul><p>\u00a0<\/p><p>2.)
